Glenn Balliew; Kirksville Airport and Public Works Director.  Glenn spent 21 years in the military and when he retired he ended in Kirksville because his wife, who grew up in Brashear, wanted to get closer to home. He talked to our club about some of the large projects that the airport and city are undertaking over the next few years. Retired 21 years in the military. In his role as the city public works director, he is responsible for the care and maintenance of streets, utilities, water, fleet maintenance and much more. Glenn told us about the decision-making process used that arrived at the city purchasing the asphalt plant, and said that the plant allows Kirksville to cut 40% of costs when they do their own repaving and street repairs. However the plant is not, and in Glenn’s opinion was never meant to allow the city to do large repaving projects. The city does not have the number of people on its crew to do large projects efficiently so those get contracted out. He said that last year the city repaired more concrete roads than it has ever done before and that this year they are on track to do the same amount. The repairs are happening, but the roads are in such poor condition that it will likely be a couple years before most people will start noticing the results of the work they are doing.
 
Glenn also spoke to us about the city’s water treatment plant. Two years ago the city built an 18 million dollar water treatment plant. The plant capacity is 4 million gallons of water per day and when Truman is in session Kirksville uses up to 3.3 million gallons.
 
Additionally, he said that the airport recently received a 3.3 million dollar grant from President Trump’s airport discretionary fund. In the future the airport is looking to use those funds to redo the runway and renovate the terminal.

Zach S. put in a dollar for Jim B. reminding him to come to the meeting early today. Doug N. said his son and another KHS student went to the All State Choir last weekend.
